First: solution of the issue "without claims"
Paragraph 2.6.1 provides for the possibility to resolve the issue on the road "amicably" if the damage is really small. It is allowed to refuse to issue documents on an accident only if only the property of those who are directly involved in the incident has suffered in the accident.
The only problem is that people are very different. No less common is the problem when an accident participant forgets to fill in any of the columns or does not even leave his signature.
