In the Soviet Union, motorcycles were produced in large quantities. Today they can still be seen on many roads, mostly of the country type. On the territory of the Russian Federation, some models were also produced, such as "Ural," Ant, "Izhey", "Voskhod". They were put on a conveyor belt and successfully sold to Soviet residents.
Present time

At the moment, there are only four enterprises that produce this technique in our country. They are small-scale, that is, about two thousand units are produced per year. There are also small producers, but this is not so important. They produce even fewer pieces of equipment. The main ones are four.

URAL. Irbit plant producing the popular URAL GEAR UP, a stroller model. Almost all products go to the American market.

BALTMOTORS. The plant is located in Kaliningrad. The production of off-road motorcycles has been established here.

ZiD or Zavod im. Degtyarev, which operates in Kovrov. It produces all-terrain vehicles (somewhat unusual), as well as tricycles.

Izhtekhmash. This plant is located in Izhevsk. It produces motorcycles called "Scout".
Why there is no serial production of motor vehicles in the Russian Federation

The concept of serial production of equipment implies at least the production of ten thousand units per year. There are several reasons for its absence in Russia, but their combination is important here.

There are no people willing to work in this direction. Indeed, this business is fraught with a number of difficulties. First of all, you need to have a complete understanding of the market, develop a strategy for development and consolidation in this segment. Plus difficulties at the start. As a result, it will take about ten years for development, in which the profit will be low, and the risks, on the contrary, are too high.

Lack of competent professionals. There are too few people in the country who understand what exactly the manufacturer needs, what is better to produce, how to organize the sale of a large amount of equipment. And there are not many good specialists in the production area either.

Lack of component manufacturers, in particular engines. Almost everything needs to be regularly purchased from China. There is nothing particularly critical in this, but there are a number of restrictions on the technical characteristics of products. Plus, deliveries may be delayed.

Certification problems. In the case of serial production, models must be certified for road travel. Now there are no accredited test centers for this type of technology in Russia, and there is nowhere to conduct the tests themselves in the country.

Variability of the environment. Absolutely everything affects the implementation of the project: currency instability, inflation (quite high), changes in existing laws. All conditions can be classified as unfavorable.

Competition with China. This is a very strong opponent, with whom it is quite difficult to fight today.
A lot of financial resources are needed. Credit resources in this case will not be a way out. And if we consider that the process of formation and making real profits will drag on for a decade, then the risks are high.

A government agency may well cope with the task. It will be very difficult for a private trader to master this production in modern realities.
It will be equally interesting and useful to learn about Irbit motorcycle plant, where the famous "Ural" was made: what is being produced there today.
